Start by melting the butter in a medium saucepan over medium heat. Once bubbling, add the dried chipped beef and stir until evenly browned, about 5-7 minutes. Set it aside to cool slightly. In a mixing bowl, combine the softened cream cheese, horseradish, chopped bell peppers, and black pepper. Blend until smooth and well incorporated. Fold in about two-thirds of the browned beef, distributing it evenly. Shape the mixture into a ball—I find using plastic wrap helps create a neat shape. Then roll the ball in the remaining beef and shredded Cheddar, pressing gently so the coating sticks. Wrap tightly in fresh plastic wrap and chill for at least one hour, allowing flavors to meld. When ready to serve, unwrap and place on a platter with keto-friendly dippers.
